Q: Can you cook meats in a cooking bag with this roaster?

A: Yes, you can.

Q: I was loaned this roaster by a family member, does water go in the lower pan?

A: If you are using the buffet serving pans with the roaster you would need to put water in the lower pans. However, if you are simply using the roaster itself to roast a turkey you would not place water in the lower pan.
